Meeting on the follow up of the Dutch Agreement on Sustainable Garment and Textile (AGT)

Dear members,

The last week we were contacted by several companies about the continuity of the Agreement on Sustainable Garment and Textile and the ending of it in 2021. At the same time we ‘re in the middle of the negotiations of the Next Generation Agreement (NGA), the follow up of the AGT. We are realizing that it s on a short notice, but based on the worrisome reactions, we ve decided to organize a meeting next Friday June 25 from 13-14 .  

We’d like to share with you the state of play of the discussion and we ‘d like to discuss the financial dilemma as well as the intention of companies to join the NGA. The sector likes to allocate resources from the EPR (Extended producer Responsibility)  to invest in the NGA. At the moment there ‘s no legal clarity if this is allowed. From the point of view from the business organizations Inretail and Modint we see a strong ground in the legal basis, but the government is not clear about this. The start of the EPR Is foreseen in 2023. If we manage to mobilize resources from the EPR for the NGA, we still face a gap year to be bridged. 

We‘d like to share some thoughts about how we could bridge this gap year. Further we’d like to share the following discussion among the parties.

The need and desirablility to differentiate between SMEs, larger companies and MNG’s , and if so how?

The length of the issues. Do you agree with the proposal that all issues are covered by the NGA in some form (e.g. baseline commitments)? Or alternatively, do you agree with the proposal that 1-3 specific actions are jointly prioritized across the NGA to be brought to scale across all signatories with support from a Secretariat (and likely in partnership with others)? If you do not agree with this approach, what approach would you like to put forward to achieve impact through the NGA and what is the rationale behind it?

We would like to discuss these questions with you coming Friday at 13 -14. In the upcoming days we will will also share a short survey to collect more in-depth positions. We would be pleased if you take a few minutes for this, so you create a clear voice and path for us as your trade associations.
