Vervolg op het Nederlandse convenant: The Next Generation Agreement (NGA)

13-08-2021 - Het Convenant Duurzame Kleding en Textiel (CKT) en de financiering ervoor loopt eind 2021 af, waardoor we nu voor de vraag staan hoe we een mogelijk vervolg inrichten. Modint is in gesprek met leden en convenantpartners om te bekijken of het convenant kan worden voortgezet in het Next Generation Agreement (NGA). In het NGA willen we de ambities op circulair ondernemerschap meenemen en verder faciliteren.  

Onderdeel van het Textielpact
Het Convenant, straks NGA, is een onderdeel van het TextielPact. Het Textielpact is geïntroduceerd in ons Sectorplan Nederlandse kleding- en textielsector (2019) en erop gericht eenduidige en goed afgestemde regelgeving en beleid  voor de sector te bewerkstelligen (“liever geen woud aan regelgeving”). Een belangrijke  instrument - vanuit EU en NL beleid - is al de Uitgebreide Producenten Verantwoordelijkheid (UPV), waarmee bedrijven de verantwoordelijkheid krijgen voor het textielafval. Modint en INretail hebben in samenspraak met de leden een voorstel op hoofdlijnen opgesteld en met het Ministerie afgesproken om die verantwoordelijkheid als sector op te pakken. Dit voorstel wordt nu verder uitgewerkt voor implementatie in 2023.  De UPV is van groot belang om vanuit een transitiefonds de innovaties (technisch en business-wise) naar circulair textiel te maken en om het NGA (mede) te financieren vanuit de UPV-heffing (“door en voor de sector”).

Veel Modint leden hebben tegenwoordig een eigen MVO beleid.  Modint ondersteunt leden in de opzet en uitvoering ervan, maar we hebben naast het sectorplan de afgelopen 5 jaar een stevig samenwerkingsplatform geboden met het convenant. Vanuit deze samenwerking wordt t/m december 2021 collectief gewerkt aan de navolging van internationale richtlijnen voor verantwoord ondernemen en de voorbereiding op de voorstellen voor due diligence wetgeving die nationaal of (liever!) Europees wordt ingevoerd. Modint wil zo min mogelijk gefragmenteerde wetgeving, zodat bedrijven niet in elk land aan andere regels moeten voldoen. Meer info hierover vind je hier.

Modint leden willen door met een toekomstbestendige samenwerking
Leden geven aan verder te willen in een samenwerkingsvorm met elkaar en met diverse stakeholders met als basis het framework van het convenant. Dit om het wiel niet alleen opnieuw uit te vinden in de implementatie van internationale richtlijnen en voorbereid te zijn op naderende wetgeving. Het voortzetten van de  multi-stakeholder samenwerking is nodig om ernstige mensenrechten-, milieu- en dierenrechten schendingen op de juiste manier aan te pakken en gezamenlijk verantwoordelijkheid te nemen voor verbetering. De eerste bouwstenen zijn gelegd om de samenwerking voort te zetten in het NGA.

Follow up of the Dutch Agreement: The Next Generation Agreement
The Agreement on Sustainable Garment and Textile (AGT) will come to end this year. We are creating the building blocks of the follow up of the AGT with all parties.  It is called the Next Generation Agreement (NGA). We will take the learnings of the past 5 years into account and we will stand for the priorities of companies. The NGA needs to facilitate companies to comply to international standards and upcoming legislation, to make life easier instead of more complex. It needs to have a collective multi-stakeholder approach to tackle severe human rights, environmental or animal crisis.  Being trade associations representing you in the negotiations, we are always open for your input for the NGA.

Part of the Textile Pact
The AGT, soon to be NGA, is part of the Textile Pact (figure 1). The Textile Pact was introduced in our Sector Plan for the Dutch Clothing and Textile Sector (2019) and is aimed at achieving unambiguous and well-coordinated regulations and policy for the sector. An important instrument - from EU and NL policy - is already the Extended Producers Responsibility (EPR, in Dutch UPV), with which companies are given responsibility for textile waste. Modint and INretail, in consultation with the members, have drawn up a proposal agreed with the Ministry to take up that responsibility as a sector. This proposal is now being further elaborated for implementation in 2023. The EPR is of great importance to make the innovations (technically and business-wise) to circular textiles from a transition fund and to (partly) finance the NGA from the UPV levy ( “by and for the sector”).

Many Modint members now have their own CSR policy. Modint supports members in its design and implementation, but in addition to the sector plan, we have provided a solid collaboration platform with the covenant over the past 5 years. Until December 2021, collective work will be done on the basis of this collaboration on the observance of international guidelines and the preparation for due diligence legislation that will be introduced nationally or (preferably!) European. Modint wants as little fragmented legislation as possible, so that companies do not have to comply with different rules in each country. Read more>>

Modint members want to continue with a future-proof collaboration
Members indicate that they want to continue in a cooperation with each other and with various stakeholders. They experienced the efficiency and effectiveness of cooperation in the implementation of international guidelines that we want to continue especially with upcoming legislation. Continuing in multi-stakeholder cooperation is necessary to properly address serious human rights, environmental and animal rights violations and to take joint responsibility for improvement. The first building blocks have been laid down to continue the collaboration within the NGA.
